The idea of having a European Capital of
Culture was first put forward in 1985 when Melina Mercouri was Greek
Minister for Culture. In the same year the European Union Council of
Ministers determined the scope of the project and put it into
implementation. From 1985 to 2000 one city from the countries which
were members of the European Union was selected each year as
European Capital of Culture. To mark the start of the new
millennium, from 2000 onwards the title of European Capital of
Culture began to be given both to more than one city each year and
to cities in countries which were candidates for EU
membership.

The inhabitants of
Istanbul enjoy all four seasons. The characteristic weather
here is a some what cooler version of the Mediterranean
climate: a short spring, ideal summer temperatures, a long
autumn with blue skies, and a rainy winter... The Bosphorus
dons the purple of the Judas-tree groves in the spring. The
parks and gardens are decorated with tulips and other
flowers.

Atatürk International Airport is an important destination and
transfer point for many international flights from all over
the world. There are 15.122 scheduled international flights
per week of which
11.440 flights to Istanbul
1.232 flights to Ankara
1.747 flights to Antalya
703 flights to Izmir
Transfer busses will be available
from Istanbul Atatürk Airport to Congress Venue on the first
day and from congress venue to Istanbul Atatürk airport on the
last day of the Congress for free. Departure times of the
busses will be announced later.
